Ebro is a water hauler operated by Clearwell Waterworks in support of Baikal. Transport is part of the work that makes the station's processed water useful beyond the plant itself.

Ebro's regular cargo work differs from the maintenance and recovery work of Kaveri. Both are unarmed civilian ships serving the same small operator. Their river names identify Clearwell's fleet without giving the ships interchangeable jobs or crews.
